先日所属研究室のメーリングリストを通じて届いていたメールが興味深かったので，そこから感じた所感を．

"Samsung would like to make you aware of a funding opportunity that is available to beginning graduate students. We seek to support great first-year or second-year students from South Korea who are working in top labs in several areas including technology related to in vitro diagnostics."

これは「留学中の韓国人の大学院生（博士課程学生）に対して，サムソンが奨学金を出しますよ」という告知です．博士課程は米国の場合は大体が５〜６年で，授業料に加えて毎月の給料のようなものをもらうのが基本です．当事者以外には知られていませんが，アメリカの理科系大学院の院生は，枝葉末節を省けば「雇用」のようなもので，授業料と給料は研究室から学生に払われます．こういう奨学金はその授業料と給料をカバーするもので，学生の選択肢を広げます．（つまり，研究室のボスにとっては，給料と授業料の負担が軽減されるので，雇い易くなる．）

これ，メールを受け取った９５％以上に奨学金の応募資格はないのですが，それをやってくるのはさすが大企業サムソンです．まあ，こういった奨学金関係のメールはたくさん流れていて，別に外国人だからと言って遠慮することでもないと思うので，日本の企業もどんどんやってみたら良いと思うのです，

しかし，こういう形の「奨学金」を日本企業が，日本人向けに，出すケースはあまり聞いたことがありません．

当然ながら，これはリクルーティングの一環です．（以下は想像ですが，おそらく本質を外していないと思います．）この奨学金をもらった学生には卒業後数年間サムソンで働く義務が課せられるので，これは「紐付き奨学金」となります．サムソンはもしかしたらCSRの文脈で「我々はこれから韓国を担う若い優秀な人材をサポートしています！」みたいに対外的にアピールしているかもしれませんが，現状は自分の企業に優秀な人材を取り込む青田刈りに他なりません．

この件は特に例外でもなくて，紐付き奨学金の有名な例では，シンガポールのA-STAR が出している，「大学学部＋大学院」の，合計８年の超大型奨学金を思いつきます．

自分の周りの，理科系大学院在籍／卒業のシンガポール人のほとんどは，この奨学金をもらっています．こちらは卒業後に合計６年，シンガポールの会社または研究所で勤務するという義務が発生します．学生にとっては進路の自由度が下がりますのでプラス面とマイナス面はありますが，選択肢の１つとしては大変秀逸なのではないでしょうか．ちなみにこの奨学金，シンガポールに在留資格のある外国人にも応募資格があります．ベトナム人の友人はこの奨学金で学部からアメリカ留学をして，MITで博士号を取得して，シンガポールで６年間働くということです．海外からも優秀な人材を精力的に取り込んでいます．

こういった例から見ても，「紐付き奨学金」というのは，何ら珍しい話ではありません．少し形は違うのですが，日本だって「社費留学」「企業派遣」「官庁派遣」と言う形で，卒業後数年（３年から６年くらいかメジャーでしょうか？）の自社での勤務を義務付けた，奨学金のようなものが存在します．これは本質的にはやっていることは変わらないと考えています．

以上を背景として，今回自分が持った疑問は，「紐付き奨学金」と「企業派遣」では，どちらの方が会社にとって有用な人材育成・獲得の手段になるのだろうか，と言うことです．もし社会学者とか，経済学者の方で判断できたり，こういった関連研究があるよ，みたいなのを知っている方がいたら，ご意見を伺いたいです．（長くなったので次に続く．）

    獲得できる人材が2つの方法でどちらが良いかを議論するのはかなり難しいですよね。そこで企業にとっての利益を、獲得した人材ができるだけ長くその企業で勤め続けることとしてみても、業種や景気状況等に強く依存するので、一概には結論付けられないと思いました。各企業がそれぞれ試してみるというのが現実的な判断方法なのでは。
    そこで企業が気にするところのひとつは、人材がすぐに退職してしまったときに留学費用を取り返せるか、だと思います。「企業派遣」についてはいくつかこの問題の裁判での判例があるようで、現行の法の下で企業がどのように返金の約束を取り付けるべきかがわかってきた模様です。
    あまり新しくはないようですが、以下のサイトにある記述を参考にいたしました。

    「紐付き奨学金」に関しては国内の前例がほとんどないため、返金させられるかどうかがわからずやりづらいというのが現状なのではないかと推測いたしました。

    こちらの資料は面白いね．「返す義務を設けること」自体が労働基準法違反の可能性があるという解釈もあるのか．しかし，

    ということから，法律的に不可能、というわけでもなさそう．最初から返還義務，卒業後の縛りを明記した上，相互の納得の元に実施してはどうなんだろう．「奨学金」と呼ぶのが問題ならローンと呼んでも良いし，大事なのは金を必要とする学生に（制限を公開した上で）お金が届くことかな，と思うのですが．

    効果の評価については，難しいのは同意．どうするのだいいんだろね．
